I had this problem. Then I noticed there was a noble standing by one of the gate posts near the fight. He was really hard to spot. You need to start a dialogue with him and then it completes.
I totally thought he was a statue at first! And then I figured, okay why not be bonkers and go try and talk to the statue.
Lol, dumb nobles wearing grey.

I don't know if it's "just bringing Sera" or the second dialogue option that fixed the bug for me though.

Turning off the 60 fps flags fixed the issue for me as well. Nothing else mentioned in this thread had any effect.

Same bug in the PC version. The advice with taking only Sera with me helped.

This seems to work, go with ONLY Sera in your party, and make sure all the mercenaries move toward you down the hill (in front of the pillars on the sides of the path). Once I did that, and finished the fight, the guy spawned and I heard the dialog.

Just had this problem and tried all sort of stuff, what worked for me was setting the mission as the main mission and taking only Sera with me... I also ran to the guy when the fight started so he wouldn't go away... I think the important part though was setting it as an active mission.

Had the same bug sadly, the guy wasn't even spawning at all, but here's what I did after reading a bunch of solution methods
> Disabled V-synch
> Lowered the resolution ((Changed it to 1366x768, original was 1440x900) not sure if it helped or not but hey, give it a shot))
> Lowered resolution scaling to 90
> Brought only Sera on the mission
Huzzah, the guy spawned like he was supposed to
After talking to him I automatically was transported out of the area and then changed the settings back
Hopefully this helps someone.

This bug still persists in the current game. On windows 8.1 without any command lines inputted by me.
I will just ignore Sera until a new patch comes out that hopefully fixes this.

I had this bug with 2nd character. Taking only Sera with me worked.
