Is there enemy scaling or not? I was under the impression that there wasn't. Yet when I went back to Hinterlands the bears went from being level 8 to my level 11. Went to Crestwood to try and fight the dragon. He went form level 9 to my current level of 13. Has anyone else noticed this? Was hoping I could over level to make the dragon fight easier, keeps kicking my butt. Was just curious if anyone else has experienced similar situations? I'm playing on Normal difficulty if that has any bearing on it.
Is there scaling or not?

Sometimes but only after a long day. I usually use a small tub with warm water and gently scrape the bottoms of my feet with a rusty fork. You can then apply your favorite lotion (mine smells like berries tehehe) and maybe have some nice warm tea or hot coco. But don't drink too much of the hot coco because then it might keep you up at night and you'll have to take a nighty night pill. tehehehehehehhfsdnsdfihsfe988888888

in the live stream they said there is a little scaling (i think 3 or 4 levels)

For the main campaign quests I think they scale within a range. So, if it's 8-11 and you're level 8, enemies will be level 8, and if you're 11 they will be 11, but they will not scale down to 5 or up to 15.
For zones, it seems that you run into enemies much higher level than you, but if you come back to a low level zone, the enemies are around your level. For example, in the Hinterlands, where you start around level 3-4, you will see enemies around your level, but you will also run into level 8, 10, and 12 enemies. However, when you come back at level 12, you do not see any level 4 enemies. They are all 10-12.
It's good in that you don't have to wade through a bunch of gray enemies before you find something that gives XP, but anti-scaling people won't like it.

From what I have seen they scale within a range. An enemy can be between 8-12, but never higher. That's definitely scaling. Bethesda games do roughly the same thing. Not sure why they acted like there was no scaling.
Note: I think scaling, when used effectively, is a good thing.

I have a different theory. Enemies have a range in which they scale according to their type/affiliation. For example:
- Apostates in Hinterlands (along with their mercenaries) seem to scale in range 3-7 or 4-7 maybe. If you come later and try fighting them, they'll be maximum at level 7.
- Animals seem to scale fully - bears and rams in hinterlands seem to level up with you - I don't know if there's a cap for it, I haven't reached it as of yet
- After you progress a story, new enemies may start spawning in regions you once visited, and those enemies have different (higher) range within which they scale. For example:
MAJOR STORY SPOILER BELOW! OPEN ONLY IF YOU UNLOCKED SKYHOLD!
- Rifts don't seem to be scaling at all, with a possible exception of quest-related Rifts (like during Still Waters, or In Hushed Whispers), but even if Rift scales, it seems to be spawning the same types of enemies at any given level.

I noticed there was scaling when I returned to the Hinterlands at level 11 and 12. Lots of enemies are at my level right now. Very few are below. That said ... I think most normal baddies in the world have been right below me at level 11 (Lyrium smugglers, red Templars, etc.) I'll have to pay more attention as I continue to level up.
Other people who are farther in the game will hopefully chime in on this because I was pretty curious about it too.
