what are its stats?

Can't remember it's bonuses off the top of my head, but I know it has a defense rating of 14.

what are its stats?

14 armor rating

Item level 9

+6% bleed on being hit

+30% front defense

Heal 15% of damage taken over 10 seconds

Its description is equally entertaining:

"A good and colorful item for those who have hearty constitutions, this shield formed when a dragon shed her scales and fragments wafted on the soft and flavorful breeze into a dairy farm. Wielding it, Ser Jacques de Monterey* was unstoppable until he fought par méchant, or dishonorably. His wistful last words as he lay full of holes: it was he who had failed, not the shield."

*a play on Monterey Jack cheese, I assume

This and the Aegis of the Order (which replaces the bleed effect with +2 con, +4% magic defense, and +2% ranged defense) are the only shields I've found so far with that heal stat. It seems to turn Cassandra into a nearly invincible tank, given the right abilities. Between the Cheese of Destiny/Aegis, her tendency to rack up guard like nobody's business, and occasional barrier courtesy of a mage, it took the Vinsomer to knock her guard down from full, while the rest of the party was getting absolutely roflstomped.

Also it just plain cracks me up to see Scowly!Seeker with it.
