No it doesn't import the face. If you import a world state you should get a choice to accept default Hawke or to customize Hawke in the character creator.
Nope. At most it imports the portrait, but not actual appearance.

Makes sense though since it's an entirely new engine. Even the default faces look radically different from in DA2, I'm glad they at least allowed us the option to customize.

Also, just a heads up that there's a particularly nasty little bug that switches your Inquisitor's voice if you customize Hawke. I'm currently debating which is lesser evil: going with a default Hawke, holding out for a patch (and running the risk of losing valuable bonding time with Varric), or just accepting that my qunari suddenly sounds American.
Save before customizing, I suppose. Didn't get that bug myself, playing on X1. Is the issue PC/PS4 related? I've encountered a few minor issues, but nothing like what most people have been experiencing.

Well in the keep you have the option to choose his personality. I don't really care for his appearance, but I think his personality matters a bit.

His personality is more "grounded" than it was in DA2 though. Snarky Hawke is still Snarky, but it's a lot less in-your-face.
