Next playthough I plan to find this area and sit and listen
I'm pretty sure both those events take place during the final mission on Earth. Running off memory here but the troop casualty report is on the ground level where you can talk to Vega for the last time and make your goodbyes. I think its near where you can see some parked trucks but I could be wrong on that. Just walk around on the ground level and you're bound to run into it, though.
The civilian trying to save the soldier dialogue I believe takes place near where Liara is. Remember I'm talking about the final mission on earth where Shepard essentially gets to say his goodbyes to everyone. I think the civilian dialogue was actually part of a data pad but I could be wrong. I think its inside a little empty corner room with beds right before you walk around the corner to see Liara. Again, all this is running purely off of memory so I could be wrong.
While I may not be 100% sure the exact location on the map these take place I am at least 99% certain that its all during the final goodbye mission on earth. You know, the one where you say goodbye to your crew on the ground or call up all the old squadmates. That map. Just walk around and explore it for a bit. It isn't that big, you're bound to find them.

1. After Anderson rescues you, and you go back to the Firebase, go through the building you start in and there are some soldiers huddled around a radio. It works like the rest of the "auto" conversations. Just take a couple steps away, then come back and it'll continue for as much as you would like to hear.
2. I'm pretty sure it's right after your chat with Liara. But it's one of those hallways. You HAVE to pass the medic, so you'll hear it going by. Stay and have a listen if you please... like I said, pretty gutwrenching stuff. Hope this helps! ![]()

Actually what was that? I never read about what the original plan was.
The prayer scene for Thane always makes me misty-eyed, and just the memory of Mordin's wistful "Would have liked to study the seashells" is enough to wreck me.
But having Tali tell Legion that he has a soul devastates me every damn time I hear it. She's grown up in fear of the Geth her entire life, and her father's experiments led to the Geth exterminating of everyone she had grown up with - she had as much if not more reason to hate the Geth as any other member of her race, but she's willing to put her hate aside and acknowledge Legion as not just a squadmate but a fellow person.
And she says it just a moment too late for him to hear. It breaks my goddamned heart to think about that.
The saddest thing? ME3 failed miserably in it's most important moment.

Talk with Adams and Chakwas after the first dream. Keep talking with them and after Wiks/Mordin are on the ship, go into the crew quarters and they will be talking. You might have to visit them a few times for the dialogue to pop up. I know each time Shepard enters the crew quarters, their dialogue is different.

She is shot by Cerberus if Shepard doesn't tell her to change her identity.
