I give them freedom, and I lobotomized Livius, they dare forming a protest for someone like Livius, who almost takes over the entire world with the warden. Serve them right after sending Lelianna to kill all the rebel leaders to stomp out the protest.

 

I like that your decisions could influence your other decisions throughout the game, like mages could protest you since they're your equal instead of your servants. That is a nice touch.

I made Livius tranquil as well, despite being a mage myself. Death was too good for him, since he seemed to welcome it, and jail would be meaningless. On the war table though I went with Cullen's suggestion to send a mage and templar convoy to negotiate with the mages and that soothed relations.
