I recruited an agent in Val Royeaux. 

 

Is this the Bella from Redcliffe? If so, perhaps that is a bug because she was still in Redcliffe's tavern in my keep.

 

That being said, the keep imported all my choices correct except perhaps this one.

Bella from DAO was definetly Fereldan. I don't know, but I didn't recruit her when I had the chance and when I got back to VR later she wasn't there any more. So, good on you
