Is there something I'm missing or is Tier 2 bow grip completely pointless?

 

Tier one requires leather, which in most cases means a bonus to either DEX or Cunning depending on what you pick.

 

Tier two requires cloth so with materials I currently have I could give my bow +Magic or +Willpower bonus...

1 point in Willpower gives 0.5% attack and 0.5% magic defence for your Rogues.

 

1 point in Magic gives +1% barrier damage for your Rogues.

 

Here is a full list:

 

Strength: +0.5% attack (warrior) and +1% guard damage

Magic: +0.5% attack (mage) and +1% barrier damage

Dexterity: +0.5% attack (rogue) and +1% critical damage bonus

Cunning: +0.5% critical chance and +0.5% ranged defense

Willpower: +0.5% attack (all) and +0.5% magic defense

Constitution: +5 hp and +0.5% melee defense
