Seems like a pretty cut and dry quest...but....the miner has disappeared entirely.
I've searched all over Lost Oasis looking to see if they were just ambiently wandering around somewhere or if they had a static place they were sitting after having run into them in the valley down below the cave where the ring is.
They're no where to be found, perhaps they got eaten by Hyena's? Theres not a single inch of that zone I haven't set foot in (other than behind some of the locked doors in the shard locked doors area because...apparently the 15 shards in the region aren't enough shards to open 18 shards worth of doors...another fun and interesting design faux pas)...that miner has just up and disappeared.
Or its subject to whatever this NPC streaming bug is which causes even main storyline NPC's to not be at their assigned spots for inordinate amounts of time.
I waited in the Tavern at the Skyhold for almost 3 minutes before Sera finally popped back in from whatever dimension she was inhabiting, she literally wasn't in her alcove...then suddenly she was there. I've seen this behavior with Blackwall as well, Leliana is quite commonly not available in her raven's nest in the top of the tower even though shes supposed to be there, and Cassandra quite commonly in Haven would take up to a minute or more to pop into existence at her spot by the tents.
Its an extremely odd bug, but with storyline NPC's I don't mind waiting around, with a fetch quest NPC...its kind of maddening because I can't get the quest out of my log and I've completed everything in the Lost Oasis other than that and the full shard quest there.
Anyways, I'd happily take a small reduction in random, pointless NPC's if it meant that storyline critical or quest critical NPC's wouldn't have to travel from some other dimension to return to visibility/interactivity in the game world.
