Several times after a cutscene plays through and it gives me the option to select a dialogue decision, I cannot select any of the options for like 20-30 seconds until finally I am able to highlight options with my mouse. 

I do not know what the issue is but this is happening more and more frequently. Only with cutscenes though, this doesn't happen when I walk up to an npc and start talking to them and no cutscene occurs.

I've had this happen. I haven't tried waiting that long, but I noticed that if I alt+tab out of the game, and then back in, it works. You can also use aswd to navigate options and press enter.

wasd didn't do anything when I had to wait. I'll try to alt-tab next time.

On pc you can hit the space bar and it will skip to the end of whats said. To make dialogue boxes appear at the top of the screen, push the esc button, and you can still use the space bar to skip through each sentence and you don't have to watch the spoken scene.

This "bug" also appears in Consoles, with Dorian in skyholde and with Stroud & Hawke in his part.

what i do is i tab out and back and it is fixed for me on my pc

use the keyboard numbers instead when this happens.

This happens to me too. Oddly enough, if I do a few left/right clicks off to the side, it seems to reactivate the cursor so that I can highlight and select choices again.
