I must need new glasses or a re-read of some journal entry.

 

Where is Corporal Vale (?) in the early quest for meeting the Val Royeaux folks? I have the journal entry to talk to him, but can't find him. Is he in Haven?

Isn't he in the hinterlands? I might be wrong though.

I've had him appear and disappear on me.  He's on a raised bit of land with a hut in the training area south of the crossroads.  I usually stand around until he "pops" or save, exit to menu and come back.  I think he sometimes wanders and will mysteriously teleport.

Roughly in the middle of the Hinterlands, a bit to the south-east but not by much. If you have already discovered it (which you should have, if you are in Val Royeaux), you can look for a compass symbol.
