Level 12. Got everyone but those two. Can't even finish way of the tempest since Sera's not here yet.
Apparently, I'm locke out of Val Rouyax too..... Got to the part where I met Lucius, then it won't let me fast travel there.
Or is there soemthing I'm missing??
