When talking to Josephine about "our guests" she sometimes mentions visiting dignitaries by name and gives tips on how to deal with them.

Where can I meet them? Or is this only flavour text?

I think it's just flavor text and meant to be somewhat amusing, also meant to show that you do have people coming to visit you

I've never actually seen any of those 'guests' either, maybe it's something they could add via DLC.  Like, we meet a visiting dignitary from time to time, talk to them a little bit, then they give us a quest in one of the many areas of the game, and we go out and complete it to obtain the reward.  That'd be a pretty cool way to make this already incredible, GOTY game just that much better .
