So, when I get to the balcony where he's supposed to be, he's not there. Nothing is triggering and I've reloaded 3 different saves. Has this happened to anyone else?

Having the same problem but i cant go back since this is my only save. Is there any way to fix this?

Ahhh I'm at this stage too! I was so confused, I thought maybe I was supposed to be going through the door that requires 3 hallas? Argh... Anyone figured this out yet?

Oh bloody hell... It's Dorian's spirit mark (if he's in your party). Disable that bastard and start that part over.

1) Turn OFF spirit mark. There is a bug where it can create immortal, mindless NPCs. In this case, since the NPC is linked to quest completion, it's game breaking.
2) Turn ON friendly fire.
3) Go into strategic combat mode and find an ability that can do damage to the NPC that is blocking your progress (you can't directly target him since he is friendly, but you can cast AOE or move in close and do a melee attack)
Once the immortal enemies are dead, you should be able to progress. In my case the Harlequin itself was immortal so once I killed it, I got the cutscene.
Saved me 16 hours of progress since my last save!

I know this thread is over a month old, but just wanted to say that I had the same problem and I would lose hours of progress if I hadn't found it on 12th page of tutorials section. Thank you, mr_cale!

Yeah, you have to disable spirit mark for quests that require dead NPCs. Or you have to wait it out and, if you run out of range of the marked ones, they can become immortal since until they die, they follow whomever marked them as servitors. So either stay near them and wait for death or, disable that ability for AI controlled party members.
I run a necro Quizzy so, I use it but, not on this quest, waiting around is not what I need to be doing in this one.

Kind of makes me want to stop using Dorians ability. I keep getting small glitches cause of it. Cutscenes don't happen till the health on the ghost runs out, same as drops from the ghost. Pain in the butt.
