Because it's too big for me to wear
And it plays music too. Just imagine the situation where you're trying to ambush some bandits and suddenly the hat starts to jingle? Horrible.

Programmers do this a lot, it's a fairly common occurrence to hide little things like that behind clipping where it'd normally be unfindable..

Video gaming, yes. Of course I meant that, ahem
And yesterday, I think my game bugged out a bit, since I fell down there again, staring this top hat once more. Fast travel out, and now it plays this tune whenever I am going near Solas' room. It's getting a tad annoying.
