Obviously, the level cap will vary a bit as you can grind a lot - but in general, what level did you finish the game at?

I got to 21.... killed 5 high dragons (pretty good gear off of them) definitely didn't do all of the rifts or quests..... I recomment doing all of them before the endgame as you'll lose someone and then you can't do the companion quests at all.

In crafted gear way better than what was normally dropping from mobs or vendors.
Killed 4 High Dragons before finishing.

Late teens seems pretty low for end game. I was expecting twenty-something as an average based on the previous installments. But at level 13 I am starting to feel that progression now is slow, very slow.
I would guess most of the people that have finished already didn't spend a ton of time doing side quests. I am in my low 20's already and have quite a bit of content left I believe, though I will be very over leveled for a lot of it I would guess :/

To answer your statement personally I have done a lot of grinding weather it was side quest or just killing random mobs.
Plus kind of depends on your group setup as well, personally on my first run was a standard setup.
1 tank (Cassandra), 1 melee (Iron Bull), 2 range (Myself as Archer, and Solas as mage)
By the last 1/4 of the game I had took out Bull and made myself duel wield and put Varric in as a range.
Not sure if anyone notice but for the main story missions it states between what lvl you can do that mission.
(Ex: Between levels 4-6) which is shown at the bottom of the mission statement.
Note: Cullen has an Inquisition Perk that gives you 50% more XP for killing foes.
Also keeping everyone geared helps a lot!

The final boss is only 18? I've killed 5 dragons and am trying to kill them all + clear all the already usable maps that are available after getting skyhold. I currently am level 21 with almost 300 power and haven't even done the story quest right after getting skyhold lol... x_x - I have 15 perk points so far and feel like if I make enough, I'll probably get to about 20 or so by the time I get to the end boss... but if he is only lvl 18, it sounds like I'm going to absolutely **** on him when I get there...

Just do the main missions now and world completion afterwards.

I did almost every side quest except 1 or 2, I have one dragon left to kill, skipped some collectibles, finished the game at lvl 23.

Actualy thats not entirely true it semms the final boss lvl is detrmined by your lvl as well(ofocurse it has lowest and highest lvls set), but for me final boss was lvl 23 not sure if thats his max lvl though.
My lvl was 23 as well and i still had stuff left to do so i guesss i wud probably be able to reach at least 25 mybe even a bit more.

Kind of related: I get that your character's level cap is around 25-30, depending on how much you grind. But at what level does the gear max out? Could you end up as a level 25 guy wielding a level 20 sword?
If you make a tier 3 item and successfully master craft it with a dragon bone (40% chance) then it increases the stats of the item which increases the item level. As such i have gotten item level 24 things.

Level cap is 30. After finishing all side quests, companion quests, and war table operations I was 24. I decided to spend the many, many hours grinding in Hissing Wastes and Emprise du Lion until most of the way the way through 29 before engaging in the final quest. Entire party group was in T3, Inquisitor and Cassandra were in full T4 items.
I wanted to be the highest level possible just in case we get an Awakening length expansion for DA:I (It's clearly GOTY worthy, so hopefully we'll get an actual expansion like in DAO instead of just a few hours of DLC that we got in DA2)

I finished the game at level 24, and finished the final boss fight in less than 15 minutes. I wasn't satisfied with the ending so I went back to a previous save. Now I've finished all wartable quests, have killed all but three of the dragons, and am working on figuring out how to get more wartable quests. I'm also at 112 hours of gameplay.

81 hours of gameplay and only 3 area's 100% complete, level 24 mage. 9/10 Dragons killed, not sure where to find the last one.

After about 116 hours of gameplay, I ended at level 24. I did almost every quest, and fully explored every region.

Hissing Wastes? It's the only dragon that can't be found in the wild. There is a (very long) quest to unlock the area the dragon is in.
