When I go to the war room, the only location I can visit is the Hiterlands.  Everywhere else says "Content Downloading" in red text.  I am at power 41 just from the Hinterlands.  I can't progress the game any further until this bug is fixed, because the remaining monsters in the Hinterlands are too powerful.  What is the best way to fix this?
