I get a message saying that there's an error syncing cloud data storage.
I click 'play anyway' but the game won't open at all

Shouldn't the game start anyway? The singleplayer doesn't require online connection. At least I played yesterday without internet.

Did you try putting Origin in offline mode? You won't be able to play MP or import Keep world states, but it might let you play.
A word of advice - cloud storage is a pain in the ass and more trouble than it's worth. You're far better off just disabling it completely and saving locally.
