So, I've moved to Skyhold, and the first round of improvements has been completed. Everyone can be found in their quarters...but Blackwell seems to be missing. His marker is in the stables, but he's not there. Is this a bug, or am I just missing something?

Either a bug or poor marker. I have had issues where Solas in Haven and Blackwell, Cullen, Cole and Sera in Skyhold don't show. If I move away or move into another  room and then return they appear. I thought it was a bug. Then one moment I was going to talk to Sera and I watched as she climbed out the window and ran along the ledge. So not sure now, maybe they are off just doing things.

I'd buy the "just off doing things" if I haven't talked to every companion at least 2-3 times at this point, but Blackwell is still MIA. I've seen companions go missing from areas temporarily, but they show up pretty quickly. I haven't seen Blackwell since this first round of improvements went into effect. I can still take him with me on missions, so it's not like he left or anything, but I can't do any of the dialogues with him.

I believe he's near a wood cutting block to the left of the stables, if he's not there, then yeah it's a bug

I havent had Cullen appear for me since I first got to skyhold. He isnt even on the map.
