I was wondering this myself... I chose the chantry garden but don't seem to notice where the gold tithe is...

The Maker has turned his gaze away from the Chantry Garden so therefore we can't earn the Prophets 
(I can't resist a cheap pun)
But seriously, I chose this option and I have received no financial benefit (unless they are all cheapskates).
It might be a bug.
