There's a place in Emprise du Lion with a lot of Silverite. You just have to kill the dragon that guards the place, the Highland Ravager which is on the third coliseum-like structure past Judicael's Crossing.

The Dragon is Level 23 but I don't know if there are some really good tactics that could allow you to.
