So I started this three-part quest chain after I got to Skyhold but before doing Demands of the Qun:
Investigate Hunter Fell
Continue Investigation
Identify Venatori Agent
I sent out Leliana on the last one a few hours ago, and then Demands of the Qun popped. I had intended to leave it for later, but I brought along Iron Bull to help with the Vinsomer and of course the game had to launch into his quest as soon as I brought him to the Storm Coast, despite the fact that I wanted to go to Dragon Island instead. So I figured why not, let's get it done. But then I chose to have Bull call back his men, thereby turning Tal-Vashoth. That means he's no longer "a member of the Qunari in good standing," which it turns out was a requirement for Investigate Hunter Fell, the first quest in the chain. (But the guide makes no mention of that continuing to be a requirement for the rest of the chain.)
Now the quest marker for Identify Venatori Agent with Leliana's card under it on the war table has disappeared, but she still appears as "Busy on another mission" if I try to assign her to another one. I have tried shutting down and restarting the game without luck. The mission was supposed to finish approximately 13 hours from now. I'll post back with the results, but if Leliana's gone for good then I've got about 20 hours of gameplay to redo, including four dragons.
In the meantime, has anyone else encountered this or something similar? If so, will it resolve itself or is there some workaround? I'm not sure if Leliana being permanently away would be game-breaking, but it would definitely be problematic.
Edited with an update: So Leliana returned, unceremoniously, via a marker saying it'd been completed. The description: With Iron Bull exiled, this operation is no longer available.
So apparently it remains a requirements throughout the entire quest chain, from start to finish, that he be a member of the Qun in good standing.
All in all, an acceptable outcome, since it loses me no more than 100 influence, which can be earned or bought through other means. I just wish the marker had been a little more transparent about what was going on and not flat-out disappeared without a trace.
