When you press LB currently to pause combat and bring the wheel up to issue orders, you should be able to use a command and/or switch characters and issue more commands with out it automatically resuming the game.
With this current system there is no way to issue multiple orders or micro manage at all without using the clunky tactical view. This suggestion should be simple to add, and has no drawbacks and i have no idea why the option isnt in the game already.
