My Inq has reached 19 and has a point to spend but it cannot be used. Instead a message; some features on this screen are unavailable, on every skill I highlighted. What is wrong?

That usually happens when you're in combat.
I had it that my PC was stuck in combat and had to select another character from which to select the Character Record.
