Don't know if this has been said already, but instead of running around like crazy in phase one, you could always just set up your group at the mouth of the cave, just inside and behind the rocks. Do a hold position, take your Inquisitor (or whoever, really) far enough out of the cave to trigger the dragon, then go back with your group and stand there for a few minutes while the dragon flies around like a maniac with you and your buddies safe under cover. I normally use this time to make a sandwich. Because sandwiches are delicious. And because potions are important to have when fighting dragons.

Then you only have to worry about the dragonlings. I'm playing on Nightmare with a pre-spec mage wielding a 1-handed sword and nothing else (I'm a modder and I love arcane warriors - plus 1h swords are roughly damage proportionate to staffs, so it works out balance-wise) and I just took this dragon out after an incredibly fun battle like this at level 9.

With an archer, without even anything strong, gear-wise, you should be able to kill the Hinterlands dragon without ever even being hit.  I killed it with a solo rogue with a standard bow at level 9.  This brought me to level 10, which I then opened up Emprise and went straight for the lvl 23 Highlands Ravager.  Getting there got me to lvl 11, but when I got there, I killed him with the same bow, never taking a hit, from above.  Took a long time, but that bumped me to level 13 and I went to the dragon next door, found a niche to squeeze into and killed him as well the same way, with the same bow.  It's all about position.  These 3 dragons dead gave me more than enough materials for early dragon bone weapons and dragon scale armor.

How I personally do it: There is a large rock formation if you go all the way back and to the right, you can't miss it - usually I take at least one mage, preferably after I built up their tree in the ice element. The rock formation will provide just enough cover so that when the dragon uses fire, or vortex I'm completely protected, so long as I don't step out into the open for too long, use my other companions as distractions so I can get some good hits on her, and run out of the way when she's facing me and about to blow fire my way, or when she's about to use vortex, take cover behind the formation. Whenever dragonlings spawn if I stay behind the formation they stay away from me, if they come close, I use my 'ice mage' to freeze them and hit them a few times, that kills them without a problem.

When I use this tactic, it takes a little longer than preferred, but it's the easiest way, IMHO. Last time I did it, it took me about 45 minutes, give or take

Also, in my PTs I've noticed that when I stay behind the rock formation and if my companions are down, the Ferelden Frostback will move from place to place trying to hit you, but to no avail. And if I'm lucky enough, the dragon will go far enough away from my PC that my companions will revive up to half health and be able to battle again, providing as a distraction, too.

As a late starter in the game, I'll resurrect this! (Stopped playing early this year because I wasn't liking the game). Restarted it now, after 6mo non stop playing The Witcher 3 (best game ever IMHO) because I really needed a break from it after 1550 hours. (I had 2,000 hours with Origins with I needed a break from it =).

Now I'm really enjoying the game. Playing Nightmare from start (unlike the first attempt last year) and I finally found a perfect key binding configuration for my playstile (with a 6 buttons mouse to help) because one of my issues with DAI was the really stupid default key binding (IMHO).

I always played a 2-handed Warrior in DA games (well, except for two rogues, one in Origins and one in DA2). I love two handers although the lack of scabbards make them looking really weird! Didn't want to be spoiled by guides but had to read some tips about Dragon fights in DAI. I just set a decent tactics for my AI party and went for it with my 2 handed Warrior, Cassandra, Sera and Solas. Gang attacking the same body part and running when the beast went airborn wasn't that hard. I kept focusing the whole party on the minions as they appeared, resurrected party members a couple of times (ME3 multiplayer style...lol) and when I finished the Dragon and went back, collecting my loot, I was surprised to see well over a dozen dragonlings remains. Didn't noticed they were that many, spread in waves I guess.

The easiest way to deal with this Dragon (or any other Dragon or Boss) is to let the Rogues do the job. A combination of their Focus Abilities, Leaping Shot, Hidden Blades, Elemental Mines (well placed) and Mark of Death should dispatch it very quickly. Mages' Static Cage and Blackwall's To The Death are also pretty handy. Mighty Offense Tonic can also help, maybe even cheapen it.

Now, if one is fighting this dragon before reaching Skyhold and if one is not taking advantage of crafting with the Golden Nug, then this dragon is an epic challenge, arguably the toughest enemy in the main game. Barrier, tanking, positioning, micromanaging, patience...
