I tried this fix and made a 12 minute video
It did, in fact work for me! I even teleported around a few times without using the war table and the music was still working. The bard is still suspect though. After returning to Skyhold, hearing the war drums, I went to the tavern to see if she had been affected. She wasn't holding her instrument, her music was playing, but she was not singing. I walked out, waited for the war drums to start again, and returned. This time, she was singing, instrument in hand. I left again, came back, and she was singing again, but this time, without her instrument.
I am very happy to have music in Val Royeaux.
However, I am still concerned about the guy that said he tested the code and a banter triggered but never fired. Still waiting, and considering actually going... (shudders) Christmas shopping.

Wow, in offline mode got 2 banters (that's a first). The 2nd came after few minutes.
Hopefully that was actually the problem. Will play more to be sure.

I've found a possible workaround, well it's worked quite well for me so far. I disconnected the internet connection, then in the game's main menu I unclicked the account boxes and loaded my latest save. Suddenly I have lots of music running around Storm Coast and I get banter every 20 minutes or so. I've tried different party members and so far the chattiest have been Solas, Blackwall and Iron Bull. Cassandra and Varric will occationally speak. I haven't heard a thing yet from my character, Sera or Vivienne.
I've only used these settings so far on the Storm Coast but I'll try the Hinterlands and Haven as well as Val Roueyx... or how you spell it. I don't have access to the other areas yet.
I play on an Xbox360. It would be interesting to find out if disconnecting other types of consoles and pc from the internet has the same effect, or if I somehow just got lucky doing it.

Unchecked. Also, it was recommended to put Origin offline, but mine was still online.

I tried it without putting Origin in offline mode and I got music in Val Royeaux, so this workaround might also work for console players!
It would make sense if the music bug was tied to the War Room, since the war drums happening all over Skyhold seems to also cause music to work in other areas. Weird.
It doesn't work on any of my pre-Skyhold saves, though.
I don't think this solves the banter bug, though. That post on reddit really makes me think that they're definitely separate issues, especially since I've been able to get music regularly (aside from in Val R) but banter is still an issue.
I'm going to try just playing normally for a while and see if it anything has changed.

Unchecked only the middle so it won't log in automatically...

It's still unfortunate if it doesn't work from Haven though. Only a partial fix but better than nothing.
So this most mean that somehow the game is still registering the player as in Skyhold, perhaps? That would explain why some people are not perceiving the bug, because perhaps they travel from the war table more than others. I don't know.

okay...question: Is it intended to hear val royeaux/orlais-theme in the emerald graves? And also that the music only lasts for 10 seconds before fading out?
I don't know if its intended but I do hear it in emerald graves. Emerald graves is in oralais so that's alright i guess xD

So here's my report maybe it'll help along the way.
By changing the sound from Headphones to Night I managed to get new background music that I've never heard before, and somewhat more often than before.
Then, by unmounting and clicking on the tent as soon as I could, I managed to get a whole sentence out of them, once per rest. The weird thing is that I think it's getting worse by every day. When I just began the campaign Varric and Cassandra were talking almost all the time, now they barely say anything at all.
Edit: After cleaning the completed quests journal, I began getting a whole lot of "Quest complete" messages in game. Maybe these quests weren't getting registered as completed and somehow they got the banter stuck? It's just a thought.

Ok, I got the Skyhold. Fast traveled to the Hinterlands from the war table, then to Val R., got the music ![]()
Edit. Btw, maybe this explains the silence in some areas and more banter in the others? Maybe you need to fast travel from the war table to the area so that the banter works in there?

Sigh. I also ran into this problem.
My characters are still level 9, and i only visited Hinterlands, Storm Coast and Forbidden Oasis. Oh, and Val Royeaux. 29 hours.
Party was Cass, Varric and Solas, then Blackwall, Sera and Vivienne. Lately added Iron Bull, and he is quite chatty.
Group 1 mostly explored HL, Group 2 all the rest.
So far.
Hinterlands should be called Silentlands. I was lucky to get one banter in an our. I can't believe Cass and Solas only have 2 banters for 15 hours.
Group 2 is more chatty, but I don't know if it has something to do with HL with its crazy respawn rate killing banter's triggers.
There is no music in Val Ryeaux (only the cutscene and the bard).
There is no music in combat and when exploring - 10-20 seconds loop, then nothing.
It's dissappointing, because in really makes game experience poorer and the exploration very boring and less enjoyable (I liked Oblivion and Skyrim exploration music).
I'll try this journal trick to see if it changes anything.

Then I walked around closing rifts, got another banter after 10 minutes (yay!) and kept on exploring. No banter for the next hour, but background music popped up on occasion, as did combat music. I also had combat yelling from the companions.
So the war room/fast-travel thing fixed the music to a certain extent. Banter, I'm not really sure. I'm going to keep testing it and also try Val R..

I've just finished testing out the offline fast travel trick and it has certainly made the music work. Don't know if I can say the same about banter. I'm getting some banter but there are still these horrible silences, of course I have no idea if that's how it's supposed to work or if I should be getting more banter, I also can't tell if it was the latest fix that's causing the banter or perhaps the journal fix or maybe even one of the many others I've tried. I'm just getting really confused by this whole thing...

That's the crux of it, Ferret. If we were all camped out in front of our televisions/computers in one big room with physical access to every if:then scenario at all times, we'd have a better time of it isolating which stuff is working, which stuff's placebo, and which stuff might even be interfering with other stuff. Of course, then I'd make us all BioWare shirts and get, like, Alix Wilton Regan and Freddie Prinze Jr to swing by, too, because we'd basically be employees at that point.

I started a new game and kept score of the banter.
In 7 hours (with most dialogue fastforwarded and not counting the prologue scripted lines) I had 5 proper banters and 3 which I'm not sure would count, since while there were two people talking, they both had generic one liners (e.g. Is tough here - Yeah).
