On Cullen's card it says "We could send patrols, but I would prefer they help the refugees, not this Lord Kildarn."
So, does that mean sending him you will help the refugees or that we will help Lord Kildarn and he just wish we would help the refugees?
I wish some of these were more clear on what side you take.

I was confused too! (Overall, I really like these war room quests, but this one threw me for a loop.)
I tried it, and sending Cullen on this quest does mean that you're siding with the refugees. I'll avoid going into further detail in case it's considered a spoiler, but I was quite happy with the results.
