She is listed as busy at the war table every since her quest triggered and is still unavailable even though I believe I've cleared the whole quest line.

Leliana is stuck in a mission in which should have failed due to you completing another questline. My guess is you recently did Iron Bull's Inner Circle quest as Leliana was doing a Qunari related mission. For some reason, those type of missions auto reset the time to....around 10 years. No doubt this will get patched soon but there is a work around. Go set your console/PC's clock to around ten years in the future. Go in game, you should see everyone free. Now, the important part is just to clear their missions. Do NOT set them up on new ones or you will end up with a queue of 80k hours for them when you rewind the clock. This has worked for me. Just be careful when doing this as Origin will fight you on syncing files. Just remember to get the right files saved and Leliana should be fine.
