This is something that I've come across multiple times, and baffling enough that I felt the need to share it.
While I'm wandering around the southwestern Hinterlands, inquisitoring it up, it's fairly common for me to get attacked by a bear. Then, when I've got the bear to around half health, at least two Lyrium Smuggler Lurkers will poof out of nowhere and start attacking me (the bear never bothers them). I generally finish off the bear, then shift my focus to those guys, and another bear will charge in from maker-knows-where. Sometimes that bear itself causes more Smugglers to show up.
Now, it's an open(ish) world game, and I can understand it happening. What I can't understand it it happening at least once (in different areas) every time I go do something in that region. It's one of those things that I've been running into so much that it has to be intentional, but it would be absurd for someone to have actually made it work that way.
I'm forced to conclude that I've missed a sub-plot where Lyrium gave the Carta dominion over all the beasts of the earth.
