I'm a native english speaker in America and I've lived in 5 different states and never heard this term. It must be a regional thing.

I think, at least in the US, that it's:

1) Regional (states with strong maritime traditions)

2) Navy/Coast Guard/Merchant Marine folks

Scuttlebutt is a term ive used in the military its rumors. But what a scuttlebutt is is a water source. The only time ive heard scuttlebutt is in the military and almost all branches use it.

I did wonder, myself, when Ashely said that in ME -and at the time I was married to a man from the U.S., so I could 

easily have asked him, but I didn't. I guess I just wanted to find out for myself. ;-)
At first I thought it was someone's name on the Normandy (the first play-through when I really didn't understand much at all, didn't even know what "The Normandy" was and then "The XO" etc etc LOL), and eventually I realized it had to be "rumors".

But this very thing, in DAI, even as I have been married to and speaking English on a daily basis (and still having to ask for words in Swedish when I find only the word for it in English, in my messed up Swenglish mind), it does concern me when I hear quick-speaking Sera, using a lot of this while she speaks.

Like: "Wow, will I have to wiki everything she says as well now?" --- well, to be honest, maybe not so much for my own sake, but for other people who does not have English as their native language. I guess that can be a confusing thing (and this is, unfortunately, kind of a bad sign on BW's behalf, in my humble opinion, because to me it seems like they do not care about "us, in the rest of the world" --- well, except those languages which are available in the game.

Don't get me wrong, I'd hate to have to play this with Swedish Voice Actors. (OMG    ) Honestly, that would feel really, really weird, and I guess some Swedes might agree with me on that - especially since we do not dub movies/TV in Sweden. We are used to subtitles, and we prefer it that way (some even turn the subs off) - but even the subs are going a bit too fast in this game as far as I've seen.

I've always dragged my 80 y/o mother into these BW-games and she has a hard time following DAI now, when I show her the video stream I've followed (even though she is old, she has been reading a lot of literature in English, and she is a fast reader)

...and the subs are way too small (just my humble opinion again, wishing for subs like in ME1)

Don't feel bad.  I'm a native (US) English speaker, and I have trouble following Sera.

 

As far as using Swedish VAs, I wouldn't understand anything but I'd still pay to see a Gunther-voiced Dorian...

It is definitely a regionalism. I've heard it before but nobody in my area (Mid-Michigan) ever uses it in conversation.

 

It's kind of a silly name to use for a general discussion forum.

at any rate, it seems an extremely out of place term to use for general discussion forum for dragon age. I don't think anyone in dragon age has ever used that term

Its a term used in the U.S. Navy as jargon for gossip and/or a drinking fountain. My brother was in the Navy and he still uses all those weird terms.
