Yes. They did not give the option when I played on 360. I upgraded to PS4 and there are scars and freckles there.

No scars. There are freckles though. I didn't think so at first but when I played around with skin tone and complexion, I found them. My lady dwarf has very noticeable freckles.

really they get rid of character defining scars but they kept the ability to change your eyelashes and not just long or short but theres like 10 options ingame I don't notice them, pay attention to them, and kinda doubt you can even see them on 360.
360 got boned CC wise...beards float, moustaches grow from your actual lip, tattoos are half pixelated, and no scars...*sigh* bioware how you vex me!

There are definitely freckles on 360. One of my characters has them and they are noticeable. She's fairly pale, so maybe it's a texturing thing on some skin tones.
