I have tried creating mastercraft items, but they all appear bugged. I have tried dragon's tooth over 10 times (40% chance) and not once received a mastercraft item. Similarly saved and reloaded and used iron bark about 5 times (10% chance) and I got a mastercraft item every time.

For the trolls who are going to respond "It's RNG" please go take a statistics class, the odds of this happening are 0.000000001048576.

The chance for masterwork crafting success is calculated upon finishing your previous crafting so it is set for the current one and thus save scumming wont work.

You need to do back to back tries with save scumming until it works..

That may account for the iron bark always working, but not the dragon's tooth never working. I have seven and I have used them all back to back.

If that is the case then it's not truly random and shouldn't mislead people by suggesting there is such and such percent chance of it happening. It's statistics that is taught in grade school. So which is it, is it random and bugged or is it based on something such as what you last crafted and therefore is not random.

However it is determined (when the first item drops, what you last crafted, etc), it is definitely predetermined.

In my save file, my dragon tooth pile is guaranteed to give me a success on my first use. Every single time I've tried and reloaded, regardless of what I craft... it succeeds.

That doesn't mean it isn't random, though... it just means that the random draw is taken ahead of time to deter re-rolling items over and over to eliminate the whole purpose of a random chance.

As far as I can tell, it's not random. I made one with a 30%, then couldn't get a 40% to work after a bunch of reloads. But two 40%s in a row worked (on the second one, so I made the cheapest trash weapon I could with the first, failed 40%). I haven't tested further, so my completely under-informed guess is that the first 10% chance gets you the bonus, and then every 100% after that gets you another bonus.

Anyway, it deserves more careful testing.
