The banners you get to customize your skyhold are pretty neat. The preview image for the Grey Wardens banner on the customisation menu looks completely different than what I get at the end. But other banners look exactly like the preview pics. So is this a bug or what?

There are two forms of every banner. One without a banner head and one with it. Banner heads can be found during certain quests or in certain locations while the 'headless' banner is immediately unlocked upon entering Skyhold.
The grey warden banner head is found in Adamant Fortress and will make it look like the preview.
