been looking for it for ages, the wikia said Lurker & Gurgut would drop it, but i've been farming those without success.

Pretty sure lurkers in hissing wastes, specifically I tend to find more than a few near the colossus statue area.

Lurkers drop lurker leather. Thing is both lurker scale and craggy skin are exactly the same stat wise.
