Is there some sort of potion to reset the ability points in skyhold? if so, where is it and what is it called?

In Haven the blacksmith guy sells them iirc. I'd guess in Skyhold too.

It's a consumable amulet, according to the in-game description. Sold by a... thing, I guess, that sits next to your blacksmith in Haven and Skyhold alike.
