Not sure if it will be a quest or requisition item. But it's used in crafting/upgrading potions.

Caves was a great suggestion found tons I have 2 mages in my party so jar of bees is my CC when abilities are on cool down. 2 grenade types need ghoul's beard for upgrade, bees and the fire one

Yep, there is that small tunnel south by south west of the starting camp in Western Approach has a number of them.

There's lots in either... Sahrnia or Hissing Wastes. I did them back to back and can't remember now. Try the Wastes though.

hissing wastes and look at them rocks, boulders as beards always grow under em.
