Is there more than tier 3, or is that it? If so, where do I get it?

some materials are tier 4 most notably dragonbone and dragon webbing, i think veridium and silverite are also tier 4 but I'm not sure.

Silverite is definitely tier 3, but I'm not sure about the other one. Can you get those Dragon materials from the first dragon in the Hinterlands?

yes every dragon drops them if you kill them all you gather around 100 dragonbone which is more than enough to craft tier 4 armor and weapons for you character.
