I cannot for the life of me figure out where to go to choose which tower.  I got all the materials, did the requisition, I'm running around Skyhold but I can't find the place to interact to choose whether to get a mage or guard tower.

 

any help? x.x

Try walking on the outer walls where guards patrol near the "green garden" area. That's where the tower is and where the upgrade thingy should be.

Ahh thank you, and of course now that I found it, I see the quest marker on my map ><
