I just got this as an arcane warrior and it doesn't seem to generate any barrier. Anyone else experience this?

Yup, it is bugged.

You're better off with Fade Cloak, since it allows you to hit enemies who block your Spirit Blade, the blast is incredibly powerful and it allows you to avoid damage and get up immediately when thrown to the ground or stunned.

Yeah, I was going to run both. If the barrier generation worked, mind plast would be incredibly useful with its short cool down.
