I don't think there are many tiers of each of those. I only have the Tier 2 Warden armors and Tier 3 Templar armor. I haven't found any other than those 2.

Masterwork effects aren't random. The Masterwork materials tell you what their effects are. The only random Masterwork effect is Critical Crafting. If you successfully crit with a Critical Crafting item, all the stats on the item being made are increased by 10%. However, this is an either/or effect; you either crit and get higher stats, or you don't.
Well, I mean, can one expect to find the same effect on the same materials. For example, I had a Fade-Touched Vulcanic Aurum with the "10% to use unbowed on hit" effect. Does anyone know if that's unique to Vulcanic aurum?

Tier 3 Templar armor schematic is located in the Hissing Wastes merchant. I believe a battlemage cowl was a loot chest in a dungeon which I'm not sure where.

When you choose the material for the Masterwork slot, it actually tells you the bonus you get from that specific material. On the material itself and on the item's stats before you craft it.
Pretty sure I got the Battlemage Cowl schematic as a random drop. Could be mistaken, but I'm pretty sure about it. Sorry :/
