I cant find out if runes on staves also applies to spell damage. Like Winter grasp, necromancer dots and spirit blade attacks. Anyone know this ? >.<

Only auto-attacks sadly.

I believe that for all spell purposes, only the value of base damage is calculated. So not only runes don't apply, but additional effects like +10 fire damage don't apply either.

then they seem useless aside from auto attacks, but if you decide to use that party member it becomes useless. what would be the best use of a rune?

They are just bonus basic attack damage.
