He's around on a hill to the east of the entrance to the "red templar" stronghold thingy with all the red lyrium in it, where the locked door is. That's where I found him.

Found him: He is in the valley just east of a triangular hill exactly east from the aforementionned entrance on the other side of the bay.

When I found him, he was directly south of the Driftwood Margins Camp. Based on that, I think he probably spawns randomly/wanders around in that section of the Storm Coast.

Maker's breath BioWare, what were you thinking? Two collectable pieces, obviously way out of the way to obtain normally. Did you even test your game before putting it out? Perhaps, oh I don't know, actually play the blasted thing before releasing it!? Is it too much to ask for good level design in a BioWare game?

in my experience it's a random drop off of any and all the mages you can end up killing running around. And out of the way collectables are common in games. That is RPG Logic. If you want everything you search the nooks and crannies and you backtrack. Is it too much to ask for you to do the work instead of being handed everything?

Should be two option, easy loot or normal. Some of us prefer NOT to have to be mountain goats or try to get places that you cannot readily walk to in a game.

Then your answer is simple. Don't collect everything. Those challenges are for those that want to be completionists. Which means they are going to have to deal with the challenges that come with that. Nothing in DA:I is nearly as difficult as say dodging lightning 200 times to get your special rewards.

Confirmed it's a drop from random-spawn Rebel Mage. In my playthrough he spawned near Storm's Solitude camp.

He will never spawn until you enter that cottage, by the way. Thinking that there was little point in going in until I had the key, so I combed every square inch of the Storm Coast looking for him. Nope. You have to enter the cottage and actually try the door before he appears. After that, I walked out the door and went about my business, thinking that maybe it was just bugging out on me. About 5 minutes later, there he was, halfway up the big river leading down from Lyrium Falls. I think the point is that he spawns close to wherever you happen to be 5 minutes after you try the door and find that it's locked.

Ugh! I remember that in Final Fantasy X. I could never do it. Stupid, stupid idea having to press a button at the right time 200 times in a row, when you can't even see what you have to be prepared for coming (beyond half a second's worth of a flash of light). Especially since you get just 1 item out of it.

I encounter him at different spots. The latest was when I hear my Hessarian allies attacking something below the cliff, I think it was the astrarium, where I was standing. I went down and there he was.

I usually find him near the southern logging stand, if I've been to the cabin, I have to kill that fool mage to claim the stand LOL.

Well, since the solution to this one literally landed in my lap a few minutes ago, I recorded it.
I'm editing the video, and I'll upload it in about 30 minutes.
Here's what I've gathered from the other sites I checked, as well as responses so far:
- You have to interact with the locked door before the Rebel Mage will spawn.
- The Rebel Mage will usually spawn East of the cabin, but he can also spawn in other locations on the map. Check Northeast and Southeast, as well, but people have reported seeing him from as far away as the areas around the third Camp, and the Hessian camp.
- He can be tough, especially if you are lower level, or playing on a higher difficulty.
- The main reward is a recipe that cannot be obtained anywhere else.

I found him in the Small Grove south of the cabin where the Rebel Mage was fighting a bear.

Somehow missed that cabin on my first three playthroughs, but now that I found it I can't seem to find the mage. So frustrating.
