I'm playing on hard and currently lvl 14 and I still can't defeat the frostback dragon. Can you guys share some tips on how you did it? I'm a knigh enchanter by the way.

Two words: Iron Bull. Get him some Fire resistant gear, the belt from shards quest +20, can get another 60 depending on the chest, arms, legs and material capping you at 80. Even easier if you are the 2H warrior in your party, Do the shard fire quest to get 20% Passive boost, + the belt, + 40 on the armor and any additional melee defence boosts to help with the claw attacks, get the 2Her between the legs and spin like mad. With the right talents, hitting the two legs at the same time will generate more stamina than what you are using keeping you in a perpetual spin until the dragon disrupts you.

Having an tank there as well to draw aggro can take the heat of the living blender..

Can you give me the build for iron bull? He's always the first to die whenever I bring him whatever we are fighting

I killed him at level 8, stand way back shooting at one leg and move if he shoots at you. he never moved when I did it, took me a very long time to kill him though. The other party members were all dead so it was less damage solo but also much easier to manage.

Sound like an epic fight, I've encounter one at the Storm Coast when it was battling one Giant, it seems as though it flew away when i get very close

So, with dragons: how much does it matter which body part you hit? Are the dragon's hit points shared by all locations, or are they separate?

They are shared, but if you for example hit same leg for some time, dragon will start limping, and even be knocked down for some time.
