For Sera with standard Archery + Tempest build

 

Do I need to stack as many crit as possible ?

I would say Cunning all the way. The higher the Critical Change the better. I am playing an Archer Inquisitor myself.
However, stacking up Cunning through abilities is out of our control. The abilities will simply give you what Bioware wants them to give.
You can stack up Cunning/Critical Chance via weapon crafting though.

Oh, i mean through Crafting. I have a choice of 6 Cunning or 6 Dexterity from material

 

6 Cunning = 3% chance

6 Dex = 3 % dam
