After 10 hours of play through Hinterlands I decided to continue with other parts of the main story, only to find out that I can't access any of it as the content is still installing!

There's no way of telling if the content is being installed.

Is this a bug?

Sounds like a bug. Try backing up your save file then reinstalling the game.
