Ok, so I have spent about 6 hours troubleshooting this.
Someone mentioned that the 3 Venetori camps in the Exalted Plains have a 100% drop rate, they totally don't. I found that if you have Dorian's One less Venetori quest as well, it will assign the upper right location to his quest, which for me, never dropped a tome on 10 reloads. Tried taking him out of the party, no effect.
What did work, was going to the Exalted Plains and killing the lower left party first by the Dales, then the highest right location of Venetori second, then the Desolate Bank last. This caused all Tomes to drop.
Hopefully this works for other people. Maybe it's an order thing, or maybe I got lucky.

from what I can tell, the named locations are guaranteed to drop them, just not every kill, it's random which kill number will drop them so, might take a lot of leaving and coming back to get them.

From my experience, the mobs in the named locations don't respawn. Mobs in the Forbidden Oasis, Western Approach, and Hissing Wastes will respawn, but not those in the Exalted Plains. Of course, that does not make what you say untrue! My game might have bugged out. My advice would be to revisit the area later and hope for the best, but be prepared to try the alternate locations if you go back and nobody's there.

So, after weeks of trying to get those tomes, I've realized that I did not pick up and read a scroll on a table by Vivienne. after reading this scroll I went to the Exalted Plains to one of the 3 location, the one for me was the most south. and after the first fight the tomes where dropped.
It seems that this was the missing thing to do for me.
