The quest is never marked as finished, even though there doesn't seem to be anything I've missed.
I've cleared out the entire area, including the keep with the red lyrium. I've walked to the edge of the area in all directions (i.e. walked until it said I'd entered a new area) to make sure I'd gotten everything. The Templars aren't respawning at the camps.
Anyone else have this happen or is there some pocket of Templars I've missed?
I'd try going back to your camp and then traveling back to the Hinterlands.
Although you may end up having to fight them if they respawn, so travel at your own risk?
Same thing happened for me but with mages. I've cleared their cave and quest was not finished. After reload all went ok.
There is a broken bridge crossing the river west of The Crossroads and a set of Templars camped to the left of this bridge. Clear them, then walk up the path past their camp along the river bank and you will find more Templars. Once you clear these out the quest will complete for you.

Thanks for that. I cleared out the small elevated camp south(?) of the Broken Bridge but the quest marker was still centred on the camp after I killed the two templars stationed there and didn't relocate as I expected it might. I'll head up the river bank when I go back and try to find these other templars you mention.
I was wandering around aimlessly in Valmorra when the compy randomly informed me that Templars in the West was completed. 
Theres a second camp further down. You will know when you find it as the status changes
Finally figured it out when I was roaming around the Hinterlands trying to finish up some of the collection quests. Just before the bridge, there's a small encampment up the hill to the left. I cleared that one out but missed the much larger encampment behind it.
The funny part is that I didn't discover the larger encampment until after the quest came up as complete...which means I must have cleared that last big camp in bits and pieces as the Templars went out on patrol.
