In SoA, I have more than 9 kits, 13 in Paladins,16 in fighters etc.

 

In Tutu I can only get 9. Is this because a mod in SoA adds the ability to have more kits or is it a hard-coded problem with Tutu??

 

If the former, can that mod be installed into a Tutu set-up?

You can only "see" more than 9 with ToBEx installed, which enables scroll bar for kits. Either that, or remove some.
