I've just completed a mission and returned to Haven, but even though Cullen's symbol is on the map just outside the chantry, he is nowhere to be seen. Is this normal or a bug?

He can be inside a tower on the outer walls. I found him there a couple of times.

Yeah but maybe its a map bug, if you know what I mean. I haven't noticed it myself but it could be.

Try quicksaving your game then re-loading; that may* bring him back to his default spot.

 

*Worked for me with Varric and Solas disappearing in Haven, at any rate.

In Haven, outside the Chantry?

 

He has a scene there with the Chancellor.

Yeah I'd already played out that scene, it was after I returned to Haven later. But the save and reload worked.

Cullen has never appeared for me in Skyhold after a few hours. Never again. His icon ceased to even be on the map. No idea how to fix it. He sure is an elusive advisor

I had the same problem in Haven after the cut scene putting Cullen outside the Chantry, Cullen disappeared but the chancellor remained, then he reappeared, then disappeared with the chancellor, then reappeared before finally moving to his second location near Cassandra.

He should be in one of theTowers on the wall in his office, try changing the level of the Skyhold map.
