Does anyone know if there will be a multiplayer app, like the N7 HQ, for Dragon Age: Inquisition? What about weekend events?

No idea on weekend events, they have a website like the N7 but it's still being worked on.

Are you referring to the Dragon Age Keep? Possibly in the Dragon Age: Inquisition section that is currently labeled as 'Feature Coming Soon'?
